Q

what is the problem with the source of the river Indus being in India

A

that the Indians set up dams to control the level of water, thus meaning that there is going to be a limited amount of flow in to Pakistan, meaning that the amount of water they get and when they get it is unpredictable and is dependent on how the Indians manage there water supply.
