What is the SF 1403 and what is it for?
A
This form contains relevant information about the contract being awarded; it also tells the survey team which areas require evaluation before the contract is awarded.

What to check for when evaluating resources?
A
- currently has the necessary resources in-house;
- has the ability to obtain the necessary resources (The contractor must provide acceptable evidence of the ability to obtain necessary resources. This evidence is usually a commitment or explicit arrangement, that will be in existence at the time of contract award, to rent, purchase, or otherwise acquire the needed facilities, equipment, other resources, or personnel); or
- proposes to perform the contract by subcontracting.

What is covered on performance assessment reports?
A
- Technical (Quality of Product) which includes product performance, systems engineering, software engineering, logistics support/sustainment, product assurance, and other technical performance;
- Schedule which includes delivery performances on previous contracts awarded to the contractor and processes that ensure internal production schedules are met;
- Cost Control which includes accurate cost records on previous contracts and processes that ensure incurred costs are being managed as the contract matures; and
- Management which includes management responsiveness, subcontract management, program management, and other management. If the contract is for Services, Information Technology or Operations Support, the report will also include sections on Business Relations and Management of Key Personnel.

How long is each debarment?

Generally it is 3 years
