- Assist the CNO in all matters pertaining to the welfare, health, job satisfaction, morale, utilization, and training of all enlisted personnel
- Maintain and Promote effectiveness and efficiency of the chain of command
Fleet Master Chief (FLTMC)
Same responsibilities as a CMC but for an entire fleet. Report to Commander and Command in Chiefs (CINCs) as the conduit to the enlisted personnel within the fleet

Operation Plan (OPLAN)
Detailed statement of a course of action to be followed to accomplish a future mission
Operation Order (OPORD)
Puts an OPLAN into effect. The OPORD is the formal statement issued by the senior commander to subordinate commanders that outlines the coordinated execution of a future operation in the field
A Warning Order should include:
- A brief statement
- The Patrol’s General or Special Organization
- The Specified Uniforms
- The Specified Weapons, Ammunition, and Equipment
- The Individuals to Accompany the Patrol Leader
- The Chain of Command
- The Time Schedule
Commanding Officer (CO)
Charged with the absolute responsibility for the safety, well-being, and efficiency of his/her command except when relieved by a competent authority.
Executive Officer (XO)
Direct representative to the CO. All orders issued by the XO have the same force and effect as if issued by the CO. Under the CO, responsible for the organization, performance of duty, and good order and discipline of the command.
Enlisted Distribution Verification Report (EDVR)
-Used by admin for enlisted manning purposes
-Provides Rate/NEC summary of the current and future manning status of the activity
