Safety Council
Convenes quarterly to develop recommendations for policy and analyze process of the overall safety program
Enlisted safety committee
Makes written recommendations to the Safety Council
Activities that are primarily administrative in nature, or smaller than 100 personnel
Are not required to establish a formal Safety Council
Who established the Navy and Marine Corps Safety Council along with aviation, shore, afloat, and ground/tactical committees
SECNAV
Represent the Navy in the Occupational Safety and Health Committee
The Assistant Secretary of the Navy (Installations and Environment) and the CNO
What/Who makes up a Safety Council?
- CO or XO (Chairperson)
- Unit Safety Officer (Recorder)

OPREP-3

PPE
Personal Protective Equipment
Acts as a protective barrier between personnel and a hazard
Safety Stand-down
A period of time (usually 1-2 days) set aside for safety training, awareness, and drills.
MSDS
Material Safety Data Sheet
Lists all applicable information about a specific hazmat
Ergonomics Program
- Field of study that involves the application of physiological, psychological, and bio-mechanical limitations of the human body.
- Minimize stress on the human body and maximize production
Ultimately responsible for safety within a command
Commanding Officer
Chairman of the Occupational Safety and Health (OSH) Council, assumes the duties of the Commanding Officer in his/her absence
Executive Officer
Advises the Commanding Officer on matters pertaining to safety, manages the command safety program, investigates mishaps,monitors projects, shops, and special evolutions for compliance with safety standards
Safety Officer
Responsible for safety within their areas of responsibility, enforce safety standards, and are assigned as members of the OSH Council
Department Heads
Responsible for the safety of their personnel, develop safety plans, enforce safety standards, ensure adequate PPE is available
Watch Officers/Supervisors
- Monitor safety within their Company/Department/Detail. Initiate preliminary investigation within their area of responsibility.
- Normally E-6 or above
Safety Supervisors
Intended to prevent hearing loss related to exposure to high noise levels
Hearing Conservation Program
Hearing protection requirements
- Noises greater than 84 dBA and peak noises greater than 140 dBA require hearing protection. (Ear plugs or ear muffs)
- Sustained noise greater than 104 dBA require double hearing protection (ear plugs and ear muffs)
Lockout/Tagout
Prevent injury to personnel and damage to equipment
Danger - RED (personnel)
Caution - YELLOW (equipment)
Upon receiving a problem report the Safety Office must investigate the situation within
72 hours
