What has to be enabled before a statute is put into effect?
Regulation. When the regulation is put into place prescribing standards (concentrations) [details] that are acceptable
What is a Statute vs a Regulation?
- Statute - provide the general legal framework; focus on purpose and objectives
- create officials and agencies for administerng and enforcing the statute
- enables creation of regulations - Regulations - set out details that operationalize the Statute
- sets out limitations, fines, applying for approvals, paying fees
How are statutes made, divided into three basic steps?
- Senate
- Royal Assent
- Coming into force

What does the Senate do when a statute is being made?
Reads three times, refers changes back to the House of Commons, and to votes to adopt a Bill after the third reading

When the Governor General signs the Bill
What is ‘coming into force’ and what are 3 ways it can happen?
It is when the Bill comes into effect
1 - Upon Royal Assent (when Governor General Signs it)
2 - Date specified
3 - Announcing through proclamation
