Any school classed as ‘outstanding’ by Ofsted could apply to become an academy without sponsor. Failing schools were made into sponsored academies.

- Evidence in England - FS take fewer disadvantaged pupils. E.g in 2011 only 6.4% pupils in Bristol FS were FSM compared with 22.5% of pupils across the city as whole.

ON education there was great cuts Spending on skl buildings was cut by 60% Many Sure start centres closed. EMA was abolished Uni tuition fees tripled to £9,000 A year
Cutting sure start and EMA reduced opportunities for w/c pupils. also discourage them from entering higher education.

Fragmentation- System is being replaced by private providers = inequality in opportunities.
