If an aircraft requests to takeoff, land, or touch-and-go on a closed runway, inform the pilot the runway is closed or unsafe, and:

> if they persist: quote the parts of the NOTAM applying to the runway and inform them that a clearance cannot be issued

> if they insist and the operation would not adversely affect other traffic, inform them that the operation will be at their own risk
