I am using the DCC kit with linearized plasmid, how much binding buffer should I add?

Linearized plasmid should be treated as a DNA fragment. If >2kb, add 2 volumes. Otherwise, add 5 volumes

What is the expected recovery for the DNA Clean & Concentrator kit?

For fragments 50bp-10kb, 70-90%

For 10kb-23kb, 50-70%

Can I use a lower elution volume than the minimum listed?

No, the minimum elution volume listed on the protocol is the absolute minimum to saturate the column matrix. Going below this volume will likely lead to decreased recovery
