If 2 people that took heroin and one is overdosing, if you call and stay and found by police, they cannot charge you if they find drugs on you.
At risk groups?
o Military personnel and veterans, incarcerated offenders, homeless individuals, individuals with concurrent disorders, and healthcare professionals, victims of abuse and violence (physical, sexual, emotional, domestic etc.), members of marginalized communities, people with impaired / “unfair” SDoH
