Outline initial action in relation to unplanned entry investigations:
- do not touch, handle, move, disconnect, deactivate, or operate anything
- immediately remove persons of interest
- preserve crime scene
- notify Duty inspector
- seek advice about decontamination procedures
- separate staff who entered address
- seek medical advice if have adverse effects

What is the initial action for kids in a clan lab?
O/C of investigation will coordinate:
- removal of CYP from immediate scene
- assigning an officer to look after and monitor the CYP
- provision of age appropriate explanations
- assessment of CYP
- coordinate with OT
- distribute suitable PPE
- photograph CYP
- decontaminate CYP
- prelim with CYP
Emergency power in relation to s103 of the Hazardous Substances and New Organisms Act?
Powers of entry for inspection.
Any officer may at any reasonable time:
- go in on under any premise
- inspect/monitor
- determine the nature of a substance in the premise
- take samples
Emergency power in relation to s135 of the Hazardous Substances and New Organisms Act?
“emergency” means imminent danger to human health and safety, or a danger to the environment or chattels so immediate that action is required
“enforcement officer” includes any member of the police, chief fire officer, or person exercising the powers of a chief fire officer

Declaration of an emergency.
Where any enforcement officer has RGTB that there is an emergency, that cannot be declared under another enactment, the enforcement officer can declare a hazardous substance emergency. Notify same was as in S&S Act
