- Aim to do through 96 rules e.g. no spitting in the street, wash your face
Impacts-

-Brutality towards ppl- Instilled own commanders in rural areas (x taking into account local issues)
o Regime oppressive= Aug ’48 Shanghai public beheadings + firing squads 4 op
o Poor treatment on conscripted ppl = 50% of GMD casualties (1.5mil) = due to neglect

- Mao’s leadership- created systems of GW, admin etc used to inc support from public
- Jiang Jeishi’s leadership- enabled corruption + poor mil command + ill-treatment of peasantry
- Support 4 com from public/ ability to use the 3PP to create clear criteria to juxtapose CCP w GMD
