Why was Charles and Parliament arguing over Foreign Policy?

Why was this an issue?

A
  • The Mansfield expedition meant that Charles’ first Parliament in June-August 1625 they wanted to impeach Buckingham. The three subsides Parliament gave in 1624 for a war against Spain appeared misappropriated but no proper accounting was done.
  • This showed that the Parliament gave the King money it was wasted and that the King’s trusted adviser was incompetent..

Why was Charles and Parliament arguing over finance?

Why was this an issue?

A
  • Parliament only granted Charles the right to collect tonnage and poundage for a year. Charles would receive it as a gift from the people to the King. Charles however needed the money and believed that it was his right to collect it and collected it before Parliament approved it after the first year had run out. It is said that Parliament only gave Charles tonnage and poundage for a year so that he would have to recall Parliament.
  • This showed that Charles blatantly ignored Parliament and so lead to greater tensions.

Why were Charles and Parliament arguing over the Royal Marriage and why was this an issue?

A

Charles had married Henrietta Maria who was the Catholic sister of the King of France. Tensions of the marriage contract allowed her to continue as a Catholic and she brought her Priests to the court and Whitehall. Parliament saw these priests as a threat tot the English Church. This was an issue because the Church felt threatened because of the Catholics and so were angry at the monarch as he allowed the Catholics in.

  • Charles I didn’t explain himself adequately to his first Parliament. He may have seen Parliament’s willingness, or not, to trust his judgement as a test of loyalty.
  • This proved to be an issue as there was a lack of communication between King and Parliament so they may have misinterpreted his actions as rude/arrogant when he wasn’t as there was a lack of communication.

Why were Parliament and Charles arguing over the Royal interference in the choice of MPs and why was this an issue?

  • Before Parliament met in 1626, the King and Buckingham tried to get rid of Sheriffs by ‘promoting’ them to Sheriffs of counties where they would stay outside of London. MPs included Sir Thomas Wentworth and Sir Edward Coke. However, other Common’s members rose up such as John Pym (who was a former patron of Buckingham). In November 1632, William Palmer was fined £1000 in Star Chamber for staying in London without permission.
  • This antagonised Parliament as the King was trying to remove opposition by sending them away and removing Parliament’s voice.

What does Parliamentary Privilege involve, why was Charles and Parliament arguing over it and why was it an issue?

  • Parliamentary Privilege involved freedom of speech in the House of Commons and issues Parliament are discussing.
  • King antagonised the Lord by sending the Earl of Arundel to the tower for allegedly displaying the royal arms and insignia in his own heraldry. The Lords protested and Charles released him. Sir John Elliot and Sir Dudley Digges brought Buckingham’s imperative in the House of Common. The King put them inside of the tower in May 1626 but Parliament wouldn’t think about business until they were released so Charles backed down in the same month.
  • Charles didn’t observe or believe in Parliamentary privilege so showed obvious disregard for them.

Why was Charles and Parliament arguing over impeachment and why was it an issue?

A

Parliament of 1626 wanted to impeach Buckingham. They would give Charles 4 subsidies if he signed the bill to get rid of Buckingham. Charles dissolved Parliament so lost the subsidies.
This was an issue as it showed that Charles would go to great lengths to protect Buckingham who Parliament didn’t like.
