1625 Thirty Years War
Charles’ plans to participate in the Thirty Years War against Spain required significant funds. He had planned a war expenditure of £1 million needed from parliament, however did not clearly present his plan, therefore Parliament only granted him small subsidies and the collection of Tonnage and Poundage for a year (usually a annual prerogative right).
1625 Forced Loan
Charles exploited his prerogative income to fund his war efforts against Spain through a forced loan equivalent to 5 parliamentary subsidies, using this as a ‘test of political loyalty’. Charles summoned public meetings and pressured people to pay and if they refused, it was presented as an open act of opposition. 76 people were imprisoned for refusing to pay and only 70% of the expected amount was made.
1629 Charles’ debts
By 1629, Charles was in £2 million debts due to his inability to work with Parliament and alienation of the political nation.
