earl of montrose and other signed Cumberland Band to defend king - highlighted division in scotland, charles played on divisions by accepting abolition of episcopacy (would have made them more supportive of the king as opposed to parliament)

organised a defence committee to keep and eye on him

believed to be a royalist plot to kidnap scottish radical covenanters
