Increases - the number of protons increases os stronger nuclear attraction, decrease in atomic radius so negative bonding pair is closer to the nucleus, similar shielding

Decreases - although nuclear charge increases, the atomic radius increases so negative bonding pair in valence shell are further away from the nucleus, there are more inner shells so increased shielding
