How did Hamilton want to pay debts?
selling government bonds, which would pay annual interest to the holders. These bonds delighted investors, who welcomed an opportunity to reap annual profits. To pay annual interest, he proposed taxes to raise revenue for the federal govt. Hamilton asked Congress to charter a Bank of the United States that could regulate state banks, strengthen national govt., and ensure business interests.
