What is disproportionate representation mean?
It means that diverse students are both underrepresented and overrepresented in special ed, depending on the ethnic group and disability category
How many times does an IEP team review an IEP and when should an IEP decide if an IEP is still needed?
An IEP team needs to review an IEP more than annually, and at least once every 3 years the IEP team decides if the child still needs special ed. Parents may revoke their consent for special ed at any time.

the school district must complete the multifactored evaluation within 60 days of the parents’ request.
What can disqualify a child from being identified as having a disability?
a child shall not be identified with a disability if his learning difficulties are the result of a lack of appropriate instruction.
