Need an equal number of people in each district

Occurs every 10 years after the census

Allows Congressional Districts to be geographically redrawn to reflect a change in population

There are 2 types of Gerrymandering:
- Packing
- Cracking
“Safe Districts” to keep loyal voters of one party

Splitting residents of one party
Cracking
SC ruled that malapportionment violates the equal protection clause
