Yes.
The contents of the project initiation documentation are likely to
change throughout the project (under change control), so the original version is preserved as baseline for later reviews.
What is done in the pre-project stage?
Some one have an idea which is the trigger for the project. And the project mandate is created / provided by the business.

Planning and establishment of the project management approaches, controls and the development of a robust business case.
