Jefferson believed the bank was unconstitutional because:
Strict construction. If it’s not in the constitution it can’t happen
Hamilton believed the bank was constitutional because:
Loose construction “elastic clause” congress could take anything within measures. Pass laws therefore banks are constitutional
Whisky rebellion:
Unfavorable by farmers. Easier to transport grain. Tar and feathered tax collectors. Army to crush rebellion gov is powerful
