Efficiency Analysis
Analyze the costs and benefits of a program from a monetary perspective
Traits of efficiency Analysis
Funders are increasingly interested in efficiency analyses
Represent the top of the evaluation hierarchy
Only done for programs deemed effective or programs that would be difficult to undo
Difficulties inherent in efficiency analyses
Long-term program benefits have not always been established
Program benefits can be difficult to monetize
Sensitivity analyses must be conducted
Program benefits must be calculated under a range of reasonable assumptions
Controversies inherent in efficiency analysis
Assumptions about the monetary value of both costs and benefits
Assumptions about the long-term benefits of social program when these benefits are not actually measured
Ethics of assigning a dollar value to health, education and human service outcomes
Ex Ante:
Conducted before implementation to estimate efficiency based on projected costs and impacts.
Traits of ex ante
Disadvantage is that benefits are assumed before evidence is gathered
Monetary value of both costs and benefits are based on assumptions
Done for programs or policies that are very expensive and cannot be easily undone
Ex Post:
Conducted after implementation, using actual cost and outcome data
Traits of ex post
At least some program benefits have been empirically established
Program costs can be calculated based on actual data not assumptions
Cost Benefit Analysis
Calculates the costs of a program and compares these costs to the estimated monetary benefits of the program
how is CBA expressed
Often expressed in a ratio that calculated the number of dollars saved for every dollar spent on the program
EG: NFP produces a savings of $5.70 for every $1.00 spent
Cost Effectiveness Analysis
Only calculates monetary value of program costs
Calculates dollars spent on program to achieve a single unit of benefit
EG: Talent Search spent $10,33 for every additional student that completed High School
benefits of effectiveness analysis
Takes fact that not all participants will accrue a particular benefit into account
Best used to compare programs with similar outcomes
