What are the Regulatory Responsibilities of the Commander?
Be responsible for the safety of all crew members, passengers & cargo on board, as soon as the commander arrives on board the aircraft, until the commander leaves the aircraft at the end of the
flight
When is the Commander responsible for the operation and safety of the aircraft?
From the moment the aeroplane is first ready
to move for the purpose of taxiing prior to take-off, until the moment it finally comes to rest at the end of the flight and the engines are shut down.
What Authority does the Commander have with regards to Passengers & Cargo?
Securing the safety of the aircraft & of
persons and/or property carried therein;
Disembark any person, or any part of the cargo, that may represent a potential hazard.
Not allow a person to be carried in the aircraft who appears to be under the influence of alcohol or drugs.
Refuse transportation of inadmissible passengers,
deportees or persons in custody.
Ensure that all passengers are briefed on the location of emergency exits and the location and use of relevant safety and emergency equipment.
What Authority does the Commander have with regards to the Aircraft?
Not permit any crew member to perform any activity during critical phases of flight, except duties required for the safe operation of the aircraft.
Ensure that flight recorders are not disabled or switched off during flight.
Decide on acceptance of the aircraft with unserviceabilities in accordance with the CDL or the
MEL.
Ensure that the pre-flight inspection has been done.
Be satisfied that relevant emergency equipment remains easily accessible for immediate use.
Can the Commander deviate from the Rules / SOP’s?
Yes - in an emergency situation that requires immediate
decision & action, The PIC can take any action she considers necessary. In such cases she may deviate from rules, operational procedures and methods
in the interest of safety.
What are the Company Responsibilities of the Commander?
The flight deck door is closed and locked at all times after engine start until final engine shut down. (except toilet breaks & supply of food and drink.)
That all passengers are properly secured in their seats, and all cabin baggage is stowed (e.g. in turbulent conditions)
Ensure no loose articles in the flight deck (overnight bags must be stowed in the overhead lockers or
forward hold).
If deemed necessary, consideration is given to adding greater safety margins, including aerodrome-operating minima.
A continuous listening watch is maintained on the appropriate radio frequencies at all times when in flight.
A post-flight de-brief is completed with the crew as deemed appropriate.
Pilot uniform standards are maintained: uniform jackets may be removed, ties must always be worn any time outside the flight deck. (In exceptional circumstances, crew may operate out of uniform when authorised by the Duty Pilot).
All relevant information relating to the flight is transmitted by ACARS: (if not available, a Journey Log must be completed and faxed.
