• vis is sufficient to avoid all obstacles/navigate visually
• flight does not operate below MEA/MSA, MVA or FAV altitude until:
- below any cloud base that constitutes a ceiling
- airport is in sight, and pilot can maintain visual contact with airport throughout approach

• flight does not descend below lowest applicable MDA until in position to make normal landing

Destination alternate: 1 hour before and after the ETA, at least 1500’ above LOWEST applicable circling mins, or 2000’, whichever is GREATER. And visibility 2sm more than the LOWEST landing minimum, or 3sm, whichever is GREATER

So..

1 hour before/after; 1500’ above lowest circling min or 2000’ whichver is greater, and; 2sm more than LOWEST landing min vis, or 3sm or whichever is greater.
