Continuing professional development (CPD)
Requirement to maintain and develop skills and competencies necessary to carry out professional and technical duties competently throughout members woking life
Ensures protection of public, reputation of ATT/CIOT/tax profession, and of members own professional standing
Who needs CPD
Compulsory for all members offering taxation services
Compulsory for all using designatory letters e.g. CTA, ATT
If not offering tax services, should be relevant to role being performed
Breach of CPD
Disciplinary offence
Recording CPD
CPD year runs from 1 Jan-31 Dec
Confirmation of compliance is done online as part of completion of annual returns
Required to keep a record of all CPD undertaken
NO prescribed form but sample forms on ATT/CIOT website
Records must be kept for current year plus minimum of 3 previous complete calendar years
Breach and records
Random checks are made asking for all 3 years
If subject to disciplinary proceedings, need to keep for duration of proceedings
Could result to referral to TDB
CPD regulations
Need to plan CPD activity upfront in order to address specific needs
Specific guidance for certain categories of members
CPD must be relevant
Can average hours over 3 years
At end of year, must carry out effectiveness of CPD work undertaken
Recommended number of minimum hours
90 for CIOT
45 for ATT
Members of other professional bodies
In order to meet CIOT/ATT CPD requirements, sufficient regard should be had to taxation topics, relevant to the taxation content of the individual’s role or scope of practice
Part-time workers
Not automatically permitted to reduce CPD requirements in proportion to working hours
If working hours result in reduced exposure to tax technical topics, need to maintain CPD to a level similar to full time workers
Workers outside of UK
Not relieved of their obligation to undertake CPD
May undertake CPD based on tax laws of that country
Examples of CPD
Attended branch talks, conferences, seminars, workshops
Learning at work- coaching, mentoring
Studying for further qualification
Developing and presenting tax-relevant training material
Can include non-tax technical subjects if relevant to individuals role
