What does the length of arrow indicate?
The magnitude

Vertical component
What does Fh represent?
Horizontal component.
What is step 1 of calculating vectors graphically?
Choose a scale that fits the page.
For ex -
Use 1 cm = 10m
or
1 cm = 1 N
So that the diagram is around 10 com High.

Draw the vectors at right angles to one another.
