A

A

The overarching aim is to reduce risk… this is done by:

  • good planning: avoiding, reducing and mitigating risks from start to finish.
  • Appointing the right people for the right job, at the right time.
  • Ensuring cooperation and coordination of all work and all people involved in the construction project
  • Ensure all people involved have the necessary information, training, instruction and supervision to carry out their role in a way that ensures health and safety of all involved
  • ensure workers’ welfare and wellbeing is protected.

A

The clients main role is to MANAGE the project and enable all others involved to manage health and safety risks appropriately.
This includes:
1. providing pre-construction information to contractors and designers
2. appointing the correct people for the correct job, at the correct time
3. ensuring suitable welfare facilities

What are the main duties of the principal designer under CDM Regs?

A

The principal designers is an individual or organisation appointed by the client to take control of the pre-construction phase (involving more than one designer).
Main roles:
1. to plan, manage and communicate health and safety in the pre-construction phase, taking into account any risks such as falls from height, working near water, etc.
2. ensure everyone involved in the pre-construction phase communicates and cooperates their work when required
3. during construction phase, liaise with principal contractor
4. help and advise client when needed

A designer is any individual or organisation involved in preparing or modifying designs for construction projects (or instructs others to do so).
Main Roles:
1. when preparing or modifying designs, all pre-construction information must be taken into account and all foreseeable health and safety risks eliminated, reduced or mitigated (and all involved be made aware of these risks)
2. Communicate and cooperate with others involved

The principal contractor is appointed by the client to plan, manage, monitor and coordinate health and safety during the construction phase.
Main roles:
1. prepare a written construction phase plan, and then implement and regularly review
2. liaise with all others involved, sharing and coordinating all relevant health and safety information
3. consult and engage with workers during construction, and ensure welfare facilities for workers
4. ensure everyone has the required induction, training and information
5. take steps to prevent unauthorised access to the site.

How would health and safety files be compiled in complex projects with multiple contracts?

A

A health and safety file will be compiled for each contract / phase.

When is a project notifiable to HSE?

A

If a project lasts longer than 30 days AND has at least 20 people working on site, OR a project has over 500 person-days.
On commercial projects, it is the client that has to notify HSE (with an F10 form), and this has to be before work begins.
