STEP 1 - 1 person incapacitated - approach using standard protocol.
Step 2 - 2 person incapacitated - approach with caution using standard protocol.
Step 3 - 3 person in close proximity incapacitated - use caution and follow step plus.
Plus - evacuate, communicate, disrobe, decon.
