What is stage 1 entry control
The minimum level of BA control at an incident
What applies at stage 1
Limited number of wearers over a limited time.
One ECB with max 10 wearers.
Limited to one entrance into risk area, except when two entrances are close together and visible from ECP.
IC should nominate emergency team.
IC should nominate comms op when resources permit.
What information is provided on the ECB
TOW calculation and alarm. 10 minutes to TOW alarm. Cylinder pressure in bar. Elapsed time since signal loss between ECB and BA set. Indicates a positive tx connection. Alarm to indicate actuation of DSU/ADSU.
Contents of the pouch?
Tabard. A and B guideline tallies. Black and white chinagraph. Evacuation whistle. Aide memoires.
Routine duties of an ECO at the fire station.
Fully tested and working ECB. contents of ECB pouch are present. Guideline is present and stowed correctly. IEC bag checked. Hand held radio available. Fully working tripod and bracket.
ECO duties at incident.
ECB board.
Relaying info to IC.
Advising BA teams of the task and location of adjecent teams.
Initiating emergency procedures when necessary.
Where should the ECP be sited
In safe position.
In safe air.
As near to the scene of ops as possible.
In a position where it wouldn’t need to be moved if the incident deteriorated.
What should the ECO monitor at an incident
Time of warning.
Consumption rates.
Changes in conditions.
Communications.
What must an emergency team be
Led by a crew manager. As large as the largest ba team. Rigged to same level as BA teams. Equipped with one second set bag for every 2 wearers in emerg team. Equipped with comms for TL.
What is a distress to wearer
Malfunction of BA likely to deprive the wearer of air or expose them to contaminated atmosphere.
If a DTW is reported what must happen
The IC will nominate an officer who will:
Record cyl pressure and number of turns to close cyl on aide memoire 5.
Set should not be purged.
Secure and impound set until arrival of senior accident investigator.
Ensure set is not interfered with in any way.
When would stage II control be required and run by who
Crew Manager More than one LFB ECP. Incident likely to be protracted. Emergency team committed. Guidelines required. Committing to Hi Ex foam. EDBA in use. Relief teams at large incidents. More than one ECB (10 wearers) Other agencies committed in BA. GTS wearers out of sight of ECP. Leaky Feeder deployed. Confirmed basement fires.
