A

Enclosures - the rioters thought they were acting legally as the Duke of Somerset had issued a proclamation against illegal enclosures - Enclosures left peasants with nowhere to graze their animals and some landowners were forcing peasants off their farms so they could convert arable land into pasture for sheep
