Background
Before 1906 there were no free school meals meaning many children went hungry. Before 1906 there were no pensions for old people so many elderly people were in poverty.

However not all men who experienced seasonal unemployment were insured meaning lots of seasonally unemployed went into poverty.

1911- some people could receive sick pay if they could not work because of their illness for up to 26 weeks.

Family members of a sick worker didn’t receive any benefits meaning workers with a family often went into poverty because they did not have enough benefits.
