Bomb incident vs threat
Incident is when suspected or actual device location whereas threat is just a verbal statement one has been placed
Obtain following info on bomb threat
- Location
- Exact wording used by suspect such as when will it explode, type of device, appearance of device, what makes it boom, why placed
- Description (including voice characteristic/background noise)
Don’t use __ __ or __ __ near area bomb threatened
Cell phone or portable radio
Supervisor responsibilities
- Initiate ICS
- Require support units such as HDU, explosive K9, and LFD
Supervisor responsibilities of a bomb threat at department facility
- Implement ICS
- Assign officers to establish inner perimeter
- Ordering/coordinating evacuation
- Coordinating search of facility if appropriate
- Request support units such as (HDU, Explosive K9, LFD, Chief and chief staff)
Search team of dept facility consists of
- People familiar with area
A. Obtain master key to conduct search
Steps for evac of dept facility
- During evac briefly look around immediate area and report any info to supervisor
- Employees report to designated area (building is preferred over parking lot)
- Choose different evac location each time
- Remain at location until told safe to enter
Searching for explosive device in public place
- IC will contact responsible party (building owner or management or other responsible person) to determine if search desired
- Decision to search/evacuate/re-enter will be responsibility of individual in charge of property (if govt property/or terrorist threat then will be strongly encouraged)
- Search only conducted with assistant of people who have knowledge of content/layout of building
- IC will develop systematic search plan based on floor plan, motivation, accessibility of building, time or day and amount of time until explosion
During search for bomb threat
- Leave portable radio on to be able to hear any orders to evac
- No radio transmission from inside building
- Cell phones only used outside inner perimeter
- Focus on areas accessible to public first
- Methodical search, floor to waist, waist to head, head to ceiling, above ceiling
- IC may request other employees to assist
- Search team shall not be placed in jeopardy for preserving/gathering evidence
- If bomb located they will leave from area and notify HDU
Who will be in the location of a bomb threat once explosives K9 team is requested by IC
Only explosives K9 team and officers acting as spotters for K9 team
Who’s responsibility is it to evac/search/ re enter of public place unless actual or suspected bomb is found, then who’s responsibility
- Individual in charge of property
- Police
Evac distance minimum
300 feet
Steps for evac of public location
- Decision on search, evac, re enter decided by person in control of location
- IC will direct officers to assist with evac
- IC will request enough officers for inner/outer
- After evac get info from occupants/bystanders then notify HDU of it
Post blast procedures
- IC will coordinate scene security/request additional officers/resources and assistance from other agencies. IC notify DC
- Designate crime scene 1.5x blast distance from furthest visible evidence
- After providing necessary rescue services/addressing immediate life safety issues provide scene security, be aware of possible 2nd device, crowd/traffic control, assist with evidence collection
