ERU may be activated/deployed on special circumstances to supplement other units on a temp basis such as
- Stakeouts
- Saturation patrol
- Civil disturbance
- Man made/natural disaster
- SW that presents unusual hazard
- Chief approval
Inner vs outer perimeter
Inner: containment area that minimizes movement of suspect. Small enough to ensure control/management of area but large enough to not be a danger
Outer: Surrounds inner and prohibits unauthorized vehicle/pedestrian traffic, large enough to afford protection of those outside outer
Control zone
Space between inner and outer. May allow authorized people in control zone for restricted purposes if okayed by officer in charge
Incident command post location
In control zone
First supervisor on scene for hostage/barricaded
- Assume incident command until relieved by higher authority/ERU
- Separate channel
- Establish inner/ outer perimeter / control points
- Request sector LT to arrive on scene or DC
- Attempt to remove all injured/innocent/curious citizens from inner perimeter
- Coordinate with EC
- Obtain info from relatives/ neighbors on suspect regarding mental/physical conditions, reasons for action, how they could be armed
- Anyone with info debrief near outer by CNU
- Update E911 of any new info
Update E911 of the following details on a hostage/barricaded persons scene
- Locations unsafe for arriving units
- Location/physical description of suspect/ persons/ hostages
- Number/identity of suspect
- Reason why they’re barricaded
- If armed and if so with what
- # of hostages
- Staging area for additional requested units

- Location accessible to incident (within control zone).
- Area with adequate parking
- Area within walking distance

- EC/engine
- FSU
- At least 2 detectives
- All other responding personnel and equipment

- Recorder and communication officer
- Officer to be outer perimeter supervisor
- Staging area supervisor to maintain status of personnel/equipment/orderly parking
- Intel supervisor
- Return of units to duty not involved

- Require orderly parking
