1. Assess the situation
2. Notify Watch Lt
3. Assign an officer to begin recording events
4. Assign an officer as a messenger to make notifications
5. Lockdown inmates / trusties in secure area
6. Contain and secure the area
7. Remove all visitors from effected area
8. Issue strict instructions that NO one is to move, jar or touch device
9. Open as many doors and windows in suspected area
10. Instruct all personnel in immediate area to refrain from radio traffic, intercom, cell phones, or any device with radio frequency
