Why did the Constitutional Convention happen?
- Even though a national congress was already in existance, the states were not cooperating with the central goverment.
- It was decided that a constitution, or a set of laws by whic hthe country would be governed would be written.

- Many Americans including the Founding Fathers felt that the Constitution did not go far enough to protect individual rights, so they added ten amendments.
