Explain Activity Based Staffing Guide
General Assumptions:
Every boat requires a 4 member crew
For staffing purposes, 6+ billets will be assigned to support this 4 man crew (the 5th billet will support unqualified time for newly arriving members, time away at schools, leave, etc.)
A response crew consists of 19 billets, capable of a 1:3 rotation and 2192 hours underway per year (6 hours/day, 7 days/week, 52.18 weeks/yr).
A scheduled crew consists of 5-7 billets, capable of 1565 hours underway per year (6 hours/day, 5 days/week, 52.18 weeks/yr)
Required response missions are based on 10 years of AOPS data
Required scheduled missions are based on CG-731 MRHA results (PWCS) and 10 years of AOPS data
SKs are assigned to all “24x7x365” units
TPOs are assigned to all units with an E8 or higher as CO/OIC
MEs are assigned to all PWCS Category 1/2 and Pursuit units
Training requirements are determined using the algorithm developed by the Area SBWGs
E2s, FSs, DCs, EMs, HSs, MSTs, and YNs are not assigned by this model. If a unit currently has one of these billets, it is assumed to remain
STANTs receive either a 6 or 7 person crew (depending on boat types) instead of the typical 5 person crew.
Define Duty Stander and who is required to stand duty.
All unit personnel except for the CO, XO, XPO, EPO, and Support and Special Mission positions
Who establishes station mission requirements?
District Commander
District-Wide requirements with regional variations.
Based on operational need.
