Public place?
Public place is any material time, is open or is being used by the public, whether free or on a payment of charge, and whether any owner or occupier of that place is lawfully entitled to exclude or eject any person form that place. Including or vehicles able to carry. A person in a public place.
Offensive disorderly behaviour
In or within view or any public place behaves, incites or encourages any person to behave in a Riotous, offensive, threatening, insulting or disorderly manner.
