What is the difference between the roles of CA and EA?
The roles of employer’s agents and contract administrators share a number of similarities but they can often be confused – however these roles have important differences. Whilst both roles are similar, for example issuing certificates during the life cycle of a project and applying the terms of the contract, the fundamental difference comes in the duty to act impartially as a contract administrator when acting as a decision maker. Contract Administrators acting as decision makers, must act independently, impartially, honestly and fairly. An Employers Agent has a decision making capacity to act on as through they were the employer, performing both certification and decision making responsibilities.
What is the different between the role of project manager and contract administrator?
The project manager is appointed by the employer to lead and manage the project from inception to completion throughout the full project lifecycle. They are accountable for the delivery the project and hold decision making function.
The contract administrator is appointed by the employer at the post-contract stage to administer the contract between the employer and the contractor, however this role may be undertaken by the project manager. In this capacity they hold an impartial certifying function.
What are the preliminaries?
Preliminaries relate to cost significant items require by the method and particular circumstances under which the work it to be carried out and those costs concerned with the whole of the works rather than specific sections.

Description of the works
Contract under which the works are to be undertaken
Site security
Waste disposal
Temporary works / services
Scaffolding
Access to site
General cost items: site management and welfare accommodation.
What are the preambles?
The preambles are an explanatory document, which may include a description of parties to a contract and objectives of the project.
