Upper house - represent each state.

What are the key features of a democratic system?
Many parties, more rights, more elections, people choose, more people in charge.
What are the key features of an autocratic system?
People have no control, one party, less rights, parliament with less power.
Second Reich democratic elements.
Reichsrat elected, Reichstag elected every 3 years, trade unions, Each state represented, could vote, Reichsrat control over laws.
Second Reich Authoritarian elements.
Kaiser inherited position, dismiss chancellor, and control army and foreign policy, Prussia dominated Reichsrat over Reichstag, increasing nationalism etc.
