Supremacy Clause - Constitution and federal laws > state and local laws. All laws must agree with the Constitution.

Articles of Confederation
A weak constitution that governed America during the Revolutionary War.
Shays Rebellion (1786)
Armed uprising of western Massachusetts debtors seeking lower taxes and an end to property foreclosures. Though quickly put down, the insurrection inspired fears of “mob rule” among leading Revolutionaries.
Constitutional Convention
The meeting of 55 state delegates in 1787 in Philadelphia called to revise the Articles of Confederation. It instead designed a new plan of government, the US Constitution
Virginia Plan
Virginia delegate James Madison’s plan of government, in which states got a number of representatives in Congress based on their population
New Jersey Plan
A constitutional proposal that would have given each state one vote in a new congress
U.S. Congress
the group of people who make laws for the United States. It has elected representatives from all states and territories. It is divided into two groups, the Senate and the House of Representatives.
