ESS and security personnel must conduct a functional test of each sensor affected by what?
ESS and security personnel must conduct a functional test of each sensor affected by what?
ESS maintenance must respond within how long catastrophic failures and major malfunctions?
One hour
Catastrophic failures and major malfunctions must be repaired and upgraded to at least a partial failure within how long?
A. 24 hours
How are individual cameras verified?
Test individual cameras by verifying the picture against the baseline photographs of the assessment zone.
What is required when performing maintenance on an FDB ?
What is required when performing maintenance on an FDB ?
What are critical nodes in the WSA ?
FDBs, terminal boards, and computer based annunciators are critical nodes
What must VIIDS accomplish before maintenance is conducted on ESS components in the area?
VIIDS personnel must make face to face contact with the on duty Alarm Monitor before any maintenance is performed.
When will all P2 work orders be upgraded to P1 work orders?
During increased force protection conditions (FPCONS) (Bravo or higher), upgrade all P2 nuclear resource security-related work orders to P1.
When must Catastrophic failures and major malfunctions be repaired or upgraded?
Catastrophic failures and major malfunctions must be repaired and upgraded to at least a partial failure within 24 hours.
When ESS maintenance opens a perimeter FDB and a laptop is present what must be accomplished?
A. A full functional test will be completed on the sectors associated with the FDB.
What constitutes reduced visibility in the WSA?
Visibility decreases to such a degree that posted patrols are unable to observe beyond the outer thirty (30) foot clear zone from any point of the WSA.
-Visibility is restricted from WSA LDA due to fogging of the lenses of the CCTV system.
-Loss of Area/Perimeter Lighting at WSA: Notify all posted patrols to increase coverage of their area of responsibility. 90 CES must provide an emergency response when two or more consecutive WSA perimeter lights are inoperative; an entire section of WSA interior lighting is inoperative; ten percent (11 or more) of the total lighting is inoperative; or ten percent (7 or more) of the perimeter lighting is inoperative.
-Visibility is one-half of a mile or less from any point of a moving Protection Level 1 resource.
- When the WSA LDAO is notified of an impending severe weather
warning by MSC.
-Anytime the WSA LDAO notifies CSC that he cannot see a portion of
the outer 30 foot clear zone around the WSA.
What regulation governs physical security aid checks?
DoD 5210.41M requires physical security aids be checked daily by the security supervisor.
What interior checks will be conducted during physical security aid checks, and who will conduct them?
AS and ISRTs will check the following:
- Lighting. Interior, perimeter, structures, entry control facility (ECF) exterior will be checked once per shift.
- Manholes/grates/comm boxes. Ensure welds are intact or locked, clean/free of debris (i.e., dirt, gravel or snow) at all times. See applicable manhole cover map located in SSIs. 6.5.1.1.3. (DCNI) Vegetation. Must not exceed eight (8) inches; if vegetation is in excess of 8 inches a blotter entry will be annotated with individual notified and WO#. If discrepancy is not fixed within 72 hours the NCOIC of physical security (S3OW) will be notified and a blotter entry will be made.
- Boundary barrier system. Check both fences for signs of deterioration, tunneling, cutting and tampering to include transmission lines and pick-up all trash.
- Inner clear zone: Check for depressions, ridges, ditches or objects that could conceal an intruder or obstruct vision.
- Interior concealment check. Check defensive fighting positions, culverts, ditches and depressions.
- Conduct random structure checks of M&I facility structures at shift change not to exceed every four (4) hours. Field Distribution Box (FDB) 9 checks will be conducted at shift change not to exceed four (4) hours. ISRTs will start their check without notice. Once completed, notify AS and LDA of termination and results. Annotate all checks in the blotter.
- Sensor subsystem transmission lines. Check FDBs to ensure all locks are in place and between fence lines for any exposed cables, erosion, etc.
- Vehicle checks. Periodically check vehicles for removal of keys and hidden intruders. If keys are found in vehicles, remove the keys, lock the doors and turn the keys over to AS.
- Check the ECP pedestrian, turnstile and vehicle gates to ensure locks are operational by attempting to pull the gates open.
- Conduct random RTES tower checks. Ensure both doors are secure.
What will be conducted immediately after a certified PL 1 storage structure closing?
Immediately after a certified PL 1 storage structure closing, (or as soon as possible if dispatched for a perimeter or interior alarm) LDA will dispatch an ISRT to conduct a physical (pulling on lock hasps) check of the locks to ensure proper closing and placement. Notify AS and LDA when completed. Annotate the check in the SF blotter.
What exterior checks will be conducted during physical security aid checks, and who will conduct them?
AS will direct the ESRT to check the following:
- Restricted area signs: Check for legibility (must be readable from at least 50 feet) and positioned no greater than 100 foot intervals (ten fence panels) and at every major change of direction (i.e. corners).
- Manholes/grates/culverts. Ensure welds are intact or locked, clean/free of debris (i.e., dirt, gravel or snow) at all times. See applicable manhole cover map located in SSIs
- Vegetation.
Check both fences for signs of deterioration, tunneling, cutting, outrigger tautness and tampering to include transmission lines.
- Anti-ram cable located in sectors 2-8 and 10-15.
- Outer clear zone. Check for depressions, ridges, ditches or objects that could conceal an intruder or obstruct vision. (Outer clear zone is defined as the area extending 30 feet outside the exterior fence line).
- Vehicle checks. Periodically check vehicles in WSA parking lot to ensure keys have been removed and no intruders are hiding in them. If keys are found in any vehicle, remove keys, lock the vehicle and turn the keys into AS.
- Exterior concealment check. Conduct two per shift, per ESRT in eight hour shifts and three in twelve hour shifts. As a minimum, check helicopter ops, between checkpoint Alpha and Bravo electric station, pump house and contaminated waste area, water tower, Detection Screen Sentry (DSS) posts, and creek bed on the north side of the WSA.
- Check fence line gates. Locks properly in place and locked.
What checks will be conducted during physical security aid checks by the Alert Fire Team?
AS and AFT will check the following:
- Alert Fire Team Facility (AFTF) garage doors for proper operation to include manual operations and activating system with the key from the garage exterior.
- Ensure exterior personnel door locks/bolts are operational.
- All weapons ports are operational and will remain closed and secured until employed as designed (i.e., weapons protruding).
When does a nuclear weapon movement occur?
Nuclear weapons movements occur anytime PL 1 munitions/components are transported to, from or within the WSA.
When are 90 SFS personnel responsible for the protection of any nuclear weapon movement?
while it is still within the confines of the WSA.
Will the 15-in-5 forces be used as close-in security/structure guards, why/why not?
No, as this will degrade their ability to respond to the movement or other emergencies that may occur within the WSA.
What will be accomplished prior to any Nuclear Weapon movement?
I/ESRTs conduct sweeps of areas of responsibility. Interior sweeps will consist of checks of all building exteriors, personnel, and avenues of approach. External sweeps will consist of a visual check of all terrain a minimum of 300 meters from perimeter fence.
Where will interior patrols be positioned for nuclear weapon movements?
. AS will position interior patrols to cover departure point, entry point and the ECP upon completion of sweeps.
Who will ensure relief changeover is properly completed each time they assume or relinquish control of a post or patrol?
Each member
Each on coming SF member will ensure they complete an inspection IAW with what?
IAW changeover checklist and AF Form 1800, Operator’s Inspection Guide and Trouble Report, of their post for all required equipment, equipment condition/serviceability and cleanliness before relieving the off-going SF member.
Who can the on duty AS be relieved by?
ASs can only be relieved by another qualified AS.
