What is meant by OJEU thresholds
If a contract value is over a certain amount, it is required that the contract is awarded using an OJEU compliant route to market. Publishing the opportunity Via OJEU.

What is a framework?
An agreement which allows a client to invite tenderers from suppliers of goods & services to be carried out over a period of time on a call-off basis when required.

What is 2 stage tendering
Two stages
Stage 1 - Tender enquiry documentation is issued to the contractor, usually stage 2 or 3 (concept/spatial).
Contractors submit;
- outline price for designing the building (DnB)
- Prelim costs and overheads
- design and site programme
- CV’s
Once a contractor is chosen a PCSA (pre-construction services agreement) is issued.
Contractor acts as an advisor assisting design and development.
Stage 2 - The contractor enters into detailed contract negotiation on price, programme and contract conditions with employer. Then collaborate on the design and develop the whole project. During this process a bill of quants, final price and the contract is created.

What is a form of tender?
prepared by client and consultants, completed and signed by tenderer. Formal acknowledgment of understanding and accepting terms and conditions of tender documents.
What is an ITT (invitation to tender)?
Formal invitation to make an offer for the supply of goods or services. Should include; - Letter of invitation to tender - Form of tender - Pre construction information (PCI) - Contract conditions/amendments - ER's (only D&B) - Pricing document or (CSA - D&B) - Drawings - Instructions to tenderers explaining process - Timescale for tender process - Evaluation process - Policy in relation to alternative or non-compliant bids - Policy for providing feedback

- Pre-tender interview - This enables client to produce a shortlist of suppliers who will then be invited to tender.
-Invitation to tender (ITT)
-Mid tender reviews can be arranged to allow clarification of matters that might lead to an inaccurate tender being submitted & give insight to potential problems or opportunities.
Any amendment to tender documents can result in extension of the tender period.
-Tender submission - includes price, and proposals on how the clients’ requirements will be satisfied.

What is a bill of quants
Prepared by clients cost consultant, provides measured quantities of items identified by drawings and specifications in tender documents.
Issued to tenderers to prepare a price.
Used on larger projects
What are schedules of work
Schedules of work are usually used on smaller projects and are without quantities an alternative to a bill of quants.
They list the work required, info about the quality should be referred to the spec, size and location provided on the drawings.
Allow contractor to identify work and materials and calculate the quants required.
Form part of tender docs then contract docs.
What is a Form of Tender
Signed document by contractor stating they will carry out the works should they win the contract.
What is a tender return slip
Slip included in the tender submission. Stipulates content not to be opened before a set time/date.
What are the requirements for public sector procurement?
Contracts above OJEU threshold must comply with Public Contracts Regulations 2015 - making public procurement more accessible to small businesses.
What is the Bribery Act 2010
Aims to reduce bribery in business in the UK
A bribe is the giving or receiving of an advantage such as payment/gift/service for an action
Four offenses 1 - bribing 2- receiving a bribe 3- bribing a foreign public official 4- failing to prevent bribery

what is management contracting?
management contractor defines the packages of work and manages the carrying out of those works with trades who are contractually accountable to him.
No certainty in cost until last package is let
management contractor can be appointed early, detailed design can proceed in parallel to construction
what is construction management
Construction manager doesnt directly undertake any construction work. Trades are appointed by client and contractually linked to the client. Construction manager just manages.
Construction manager is an advisor to client and exercise cost and quality control

What is open tendering
When the contract is advertised giving notice the contract is being tendered, allowing anyone to submit a tender
what is selective tendering
.Selective tendering only allows suppliers to submit tenders by invitation. A pre-selected list of possible suppliers is prepared that are known by their track record to be suitable for a contract of the size, nature and complexity required.
what is serial tendering
tenders based on bill of quants or schedule of works. These figures are then used to value works over a series of similar projects. For a regular programme of works
