Yes: this is classed as ‘failing to have proper control’ or ‘driving without due care and attention.’

Packaging must carry large overt health warnings and graphic images of smoking
related diseases to show people of the harm they inflicted on themselves and in the hope that this deters them
Why are the laws about age set to 18?
18 is when you are considered a legal adult
Before this age you are a child and cannot be expected to fully understand the harm you are inflicted on yourself or deal with the affects of, e.g. alcohol or addiction
