describe the green paper stage
the first stage of government process which provokes public discussion, including who the law might affect

the second stage where formal proposals are detailed plans are made, a Bill is produced
what happens in the first reading
the name of the bill and its main aims are read out
a formal vote is taken to see if the bill moves to the second reading
what happens in the second reading
the main debate followed by a vote to decide if the bill moves on, the MPs will usually support the bill at this stage so it will move on
what happens during the committee stage
a group of 16-50 representatives made up of MPs closely examine the bill
what happens during the report stage
any suggested amendments are made and are voted on, whenever the house is satisfied with the bill it will move on
what happens during the third reading
this is the final opportunity to debate the contents of the bill but no amendments are allowed at this stage
a vote is then taken to pass or reject it
what happens if a bill is passed during the third reading
it will be sent to the house of lords
what happens if there are any amendments in the house of lords
the Bill will be sent back to the house of commons
what is royal assent
where the King or Queen at the time signs the bill, they can rufuse or delay it
