Carbon dioxide is heavier than air so it pushes the air (oxygen) away from flames.

What happens when water is put into burning oil?
A
When water is put into burning oil the water sinks throughout the hot oil and turns into steam, which rises quickly, pushing the burning oil out of the way and making the sire spread out.

A
Fire extinguishers work by cooling a fire or by stopping oxygen getting to the fuel.
