What three things did the 3rd five year plan focus on?
A
Rearmament: by 1940 a third of government expenditure was into the armed forces.
heavy industry: formed backbone of plan
discipline: - previous five year plans ‘quicksand society’ (Russians regularly switched jobs in search of better pay etc) 1940 internal passports restricted movement so factories were guaranteed stable labour. A 7 day week was also introduced, absence became a crime.
