It was easier to introduce schemes on a local level because it was easier for JPs to check the schemes were being followed, and they were tailor made to suit the area, as each area had its own problems.

Government legislation up until Elizabeth’s reign suppressed beggars and the able-bodied poor.
How was local legislation different?
It was far more concerned with preparing work for the unemployed and the towns and cities were at the forefront of the battle against poverty.

Provost-martials, but their task was impossible.

Arrangements were made in 1536 to collect money for the poor - a taster for future national legislation.
What were set up following the dissolution of the monasteries?
Hospitals were set up following the dissolution at St. Bartholomew, St, Thomas and Christ Hospital.
What was later set up?
Bethel for those with mental disabilities and Bridewell for the able-bodied poor.
What was Bridewell?
A kind of jail or workhouse for those caught begging, but it was better than the alternative which was starvation. Although they were treated more harshly than the disabled poor, they were at least being acknowledged.
What did London become the first city to do in 1547?
They became the first city to introduce a system of compulsory contributions for the poor, almost a quarter of a century before the government did so on a national level.
However how did the London system have its weaknesses?
Their system of relief often attracted beggars to the city rather than reduce their numbers.

The hospitals for the disabled poor and allowing them to beg with white tins, and also the system of compulsory contributions in 1547.
What were the weaknesses of the London Scheme?
