Burning Not Requiring Permits
The following types of open burning do not require a permit:

Fires used for warming outdoor workers during inclement weather
Fires used for the training of organized fire departments or industrial
employees

RESPONSE GUIDELINES
A determination shall be made as to life or property danger.
Investigate the existence of a valid burning permit by requesting that ___ confirm the permit number. If the permit is valid, and all conditions of section 427.01.04 of this SOG have been met, no action is necessary.
FRCC
The fire will be extinguished immediately if:
There is no valid permit
Conditions of 427.01.04 have been violated
The size of the fire creates ___ ___ of smoke
In cases where the responding suppression company encounters resistance to extinguishment, they will remove themselves from the property and request a law enforcement response through FRCC. After law enforcement advises JFRD it is safe, the fire will be completely extinguished before the responding company leaves the scene. At no time will JFRD personnel argue or get into heated conversation with violators.
EXCESSIVE AMOUNTS
CITATIONS
It is the intent of the Jacksonville Fire and Rescue Department to educate the public when violations of Ordinance Code 360.701 are discovered during responses to open burning complaints. The initial arriving company officer should attempt to educate the violator and issue a ___ ___.
If JFRD has made multiple responses to the same address for open burning violations, or if resistance to extinguishment is encountered, the ___ will request ___ to notify Regulatory and Environmental Services Department, Air and Water Quality Division for possible ___ of a ___. Once the fire has been extinguished, the responding company may return to service prior to the arrival of the Regulatory and Environmental Services Department, Air and Water Quality Division.

CITATION BOOKS
______ ____ of _____ will issue all citation books and will keep a record of the Suppression District/Battalion Chief designation to which it was issued. Each citation in the book is individually numbered and each citation must be accounted for. Every citation, whether written, damaged, or voided must be turned into the Division Chief of Fire Prevention. Do not discard any numbered citation.
