What is the overall department policy in regards to driving of emergency vehicles?

A

The LVMPD must lead by example. Our driving expertise and our attitude toward road safety must be exemplary. We have an obligation to our community and to ourselves to ensure we think and act with the safety in mind while promoting a professional image. Emergency vehicles do not have absolute right of way and department members will operate police vehicles reasonably, always with due regard for the rights, safety of others at all times, and regardless of circumstances. Police vehicle operation shall be within the law. Irresponsible, careless, and reckless driving are prohibited.

What must a Sergeant do for each new officer assigned to their squad, in regards to driving?

A

Each Sergeant will conduct an initial check ride and document the outcome of the check ride on all newly assigned officers who will be operating department vehicles, with an exeception for new FTEP graduates, within the first week of assignment. The results will be documented in the officer’s UMLV training record.

What annual review with each sergeant conduct with assigned officers, in regards to driving?

A

Each sergeant will conduct annual web-based emergency vehicle operations refresher training for all assigned officers who operate department vehicles, per the UMLV lesson plan created by the Training Section/EVOC.

In regards to an Investigation of Department Vehicle Collisions, what is the responsibility of the patrol supervisor?

A

The Commissioned Supervisor will:

  1. Respond and conduct the preliminary investigation.
    a. If the collision involves any other citizens’s vehicle, non-motorist, significant private property damage, PIT, blocking, pinching, or ramming request a Traffic unit to respond.
    b. If the collision only rises to the level of an incident and no other citizen vehicle or non-motorist was involved (i.e., LVMPD property vs. LVMPD property, single vehicle damage on or off road [i.e., rime damage, oil pan, etc,]; or single vehicle vs. private property [i.e., rock, pole, structure, etc. with minor or no apparent damage]). complete and submit LVMPD 393, Supervisor’s Report of Department Vehicle Incident, to the involved member’s bureau/area commander.
  2. Ensure a Check Ride Report, LVMPD 461, is completed on the involved member, and forward a copy to VCB and AOST for entry in the member’s UMLV training record. Motor officers assigned to the Traffic Bureau will be required to complete a check ride with a certified motor instructor. Completion of this check ride will be documented in UMLV and a copy forwarded to VCB.
  3. Ensure the involved member completes a Collision Report in Blue Team or memo, as required.
  4. Direct the involved member to contact Litigation Section with any injuries.
