What is overall policy of Foot Pursuit?
It is the policy of this department offiers may engage subjects in a foot pursuit if certain factors are present which warrant the lawful apprehension of a subject attempting to flee. Foot pursuits are inherently dangerous and require good judgement, sound tactics, and heightened safety awarness.
What is the primary consideration when determining whether a foot pursuit should initiated or considered?
The safety of department personnel and the public shall be the primary consideration when determining whether a foot pursuit will be initiated or continued.
What is a supervisor responsible for when their officer initiates a pursuit?
A supervisor will make reasonable efforts to ascertain information, direct responding resources, and take command of foot pursuit. The supervisor’s physical presence is not required to exercise control over the foot pursuit and the supporting resources. Recognizing foot pursuits are dynamic and dangerous for both the public and involved officers, supervisors will make every effort to respond and will continuously assess the situation to ensure the foot pursuit is conducted within established department guidelines.
When will a supervisor respond to a foot pursuit?
A supervisor will respond to a foot pursuit when the following occur:
- Injury to an officer, citizen, or suspect
- Any entry into a residence or similar structure, regardless if its occupied or not
- Any reportable use of force
- Any other unusual occurrence which warrants supervisory oversight
What should a supervisor due, upon apprehension of the suspect?
Upon apprehension of the suspect, the supervisor should promptly respond to the termination point and direct post pursuit activity. Supervisors should conduct an after-action review with the officer(s) involved.
