A strategy that invests in poorer communities so that they can work more often and provide benefits to the community.

- carry out higher cost projects that communities and NGO’s would struggle to fund.

- planned with the local community so the project has their support and can target the issues that concern the community the most.
- funded by donations from more developed countries so there is low cost to the people helped and the government.

- very expensive, can cost billions of USD
- Don’t always have support of communities which may ignore the improvements completely.
- may not help those who need help the most, some strategies effect the poor more negatively than the rich.

- smaller scale so projects reach fewer people.
- funds may be limited, especially during economic recessions when the need is greatest.
- can lack coordination, several NGO’s with the same aims working seperately.
